Emerging Madagassy Filmmakers' Residency in Berlin

You are an emerging talented filmmaker from Madagascar, interested in short films and you want to study film?
Here’s your chance!
Apply with a current short film idea, a short film of yours and the required materials to study for three months at the art-on-the-run Film School Berlin (in English) in Berlin, Germany (Oct-Dec 2019) and visit interfilm 35th International Short Film Festival Berlin Nov 05-10, 2019.

A jury of 3 filmmakers and industry professionals will choose the winner. The award includes:
- 3 months film course at art-on-the-run Film School Berlin (Oct-Dec 2019)
- flight cost, accommodation, public transportation & per diem in Berlin


REQUIRED MATERIALS & CONDITIONS
Submission Deadline: August 20, 2019
1 of your short films, completed after January 1, 2016 (live action or animated short) [e.g.Vimeo link+password] and an idea for a new short film project.
CV & filmography motivational letter explaining why you like to take part in the residency program and why you are interested in filmmaking of fictional or documentary films, max. 1 page (in English) good/very good knowledge of English (It won’t be worth it for you if you don’t understand what’s being said in the film course.) availability up to 90 days between October 1st, 2019 – December 22, 2019 & valid passport until April 2020

Ebele Okoye - Animation filmmaker

Ebele Okoye has been working as an independent animator since 2006. A two time Africa Movie Academy Awards (AMAA) winner with numerous other animation awards including Robert Bosch Foundation. She studied Graphic design/Illustration and Animation and did a PG in African Studies. She is also a painter and media designer. Ebele founded Shrinkfish Media Lab, an audiovisual training initiative for the exchange of knowledge between European professionals and young artistic talents in the West African region.

Dr.Uwe Schmelter - Former Cultural Officer

Formerly the regional officer of the Goethe Institutes East Asia, Dr.Schmelter received  numerous awards especially as a cultural mediator between South and North Korea. He is an honorary citizen of Seoul and received the José Rizal Prize of the Philippines and Federal Cross of Merit on Ribbon from the German Federal President. Dr. Uwe Schmelter now organizes a music festival in Portugal and works as a counsellor and jury member for different international film festivals, for interfilm he judged the human rights competition and worked as a curator for southeast asian film programmes.

Heinz Hermanns - interfilm Festival Director

Heinz Hermanns worked as a social worker in Belfast, Ireland and studied politics in Berlin and Urbino, Italy. In 1982 Heinz founded the interfilm Festival, which he runs to this day as the festival director and CEO. He co-founder the Going Underground festival, the Zebra Poetry Film Award and the ShortVisions Festival Ningbo. He has been giving seminars on film language for adolescents and students internationally and takes short film programmes around the world.

Here are some FAQs that might help:

- What category can the film be/what sort of film do you accept?

For the application you can send live-action or animation, fictional or documentary films. Please note the film course is focussed on live-action and documentary filmmaking.

- Is the film course full time?

The film course takes place 2 days a week in the evening, the rest of the time you can work on your film idea, develop a script and help with other shoots. It is meant to be a residency where you have time to develop your filmmaking skills - guided by the film course but you will also spend some time by yourself working on your ideas.

- Can I visit the interfilm festival?

Absolutely! It is part of the residency. The International Film Festival takes place from Nov 05-10, 2019. You will have a chance to take part in some of the workshops. The whole film course class will be accredited to the festival as well, so you can go with your peers.

- Quality of the film screener

SD is enough (as mp4, etc.,), please provide a Vimeo Link+Password or a download link via file sharing (dropbox, wetransfer, myairbridge, etc.)
- Subtitles: if your film does not have English subtitles, that's ok as long as it is either in French or subtitled in French.
- Production year: if your film is produced at the end of 2015 and premiered in 2016, you are eligible to apply

- Jury decision

Will be made as soon as possible after the submission deadline, latest End of August 2019.


- Availability / length of the film course

The theoretical film course takes place from End of September-December 2019, you should be available to come to Berlin for up to 90 days in that time period in order to apply. The exact travel dates have to be determined once the winner is choosen.

- English

It is absolutely necessary that you have good or very good English skills. It will be a worthless experience if you don't understand the film course and probably pretty lonely if you can't talk to the people around you (only a few speak French). So please do not let Google or a friend write your motivational letter.

- Visa

We will help you with the visa application through our partner organisations in Antananarivo (Cercle Germano Madagasse (CGM))

- Passport validity

It is a requirement that the expiration date of your passport is 3  months  AFTER  your  return  from  the  Schengen  State (in this case, expiry date has to be after 31. March 2020) More info: https://eeas.europa.eu/sites/eeas/files/frequently_asked_questions_en.pdf

- Costs of travel & living

interfilm will provide the full cost of air travel to and from Berlin, your accommodation in Berlin for up to 90 days, public transportation for 3 months & a per diem of approx. 15€/day to cover food and basic needs (if you want to travel, buy clothes or join in other activities during your stay in Berlin, you should provide that for yourself).


- What is the accommodation like?

It is a private room in a shared apartment, so you will share kitchen and bathroom with the other tenants. It's located in the busy and lively neighborhood of Kreuzberg.

- Is Berlin safe?

Yes, generally speaking Berlin has a low crime rate, streets are safe, also a night. But, it is a big city nonetheless, so pickpockets in the metro and in cafés are common and you should watch your bag/pockets.

- Climate/Weather in Berlin

Temperatures can go from around 20°C in September to -10°C in December. Please bring solid shoes and warm clothes.
